On Sunday, April 30, Congressional negotiators reached a bipartisan agreement on a bill to fund the federal government through September 30, 2017. As part of that agreement, the legislative text contains much needed H-2B cap relief. The House and Senate are expected to pass the bill as early as this Wednesday and send it to President Donald Trump for his signature before Friday's government shutdown deadline. The language included in the spending package allows the Secretary of Homeland Security, in consultation with the Secretary of Labor, the authority to raise the H-2B cap when it is determined that there is an economic need.
